You need to use a B2BUA then. Possibly Vovida B2BUA may help you but that's software I'm not familiar with and can't provide further guidance.

I still have not understand your problem: do you want that only certain users are allowed to dial to this destination, or do you want to limit the number of calls to this destination?

Do you want access rights or do you want to limit the number of concurrent calls to certain destinations?
