don't know what exactly your requirements are, but you can use the "SMS" module to send short messages. But openser is not an complete IMS solution, however you could use it as a fondation.
Can openser only be installed in linux OS, not in windows OS? I did not find the binary files for installing in windows.
OpenSER is only available for Linux and other Unix systems.
