$rU (along with $ru, $rd ...) can be changed at any time and they are taken in consideration always. You do not need to do msq_apply_changes() at all when $rU is updated.

What do you expect to happen that you have the feeling that the change of $rU doesn't get persistent?

It doesn't go away when i delete those lines. In fact, i'm using them only to avoid this kind of errors.

If i comment out msg_apply_changes() the changes to $rU don't get persistent and i can't find another method to change it.
