what kind of algorithm it has to choose which host becomes the active one if both hosts come up at about same time after powers loss?
When using HeartBeat, the services are not started by the "init" process, instead HeartBeat starts them, and if only does it after talking with HeartBeat's in other nodes. So there is no risk.
