Thanks for the clarification. I just tried to register a user with domain @test-domain.com
Now I see following line in the /var/log/messages:

Mar 16 17:49:21 asterisk1 ./ser[21101]: Unknown domain - message should be forwarded?

How can I be sure of the user/domain and password ? 
 
I see the following when I use ser_domain and ser_user:
 
[root@asterisk1 serctl]# ./ser_domain show
test test-domain.com 2006-03-16 15:26:32.00 ----w--c-s
[root@asterisk1 serctl]# ./ser_user show
3229 datetime_created 2006-03-16 15:26:32 2 -----ft--s
3214 datetime_created 2006-03-16 15:26:32 2 -----ft--s

I think, that it should be able to handle REGISTER messages. But it is configured for domain "test-domain.com", other requests are forwarded...
(=> If your try to register user from other domain, it can be forwarded to itself, but not processed and in the end it returns "too many hops").

You can configure client as user "smith@test-domain.com" for example and outgoing proxy pointing to SER, because otherwise it will send it using DNS to somewhere in internet...
