For the is_user_in... are you loading the group module?
For avp_write, that function hasn't existed in some time. You can use logic such as:
$avp(s:fwd_blind) = $ru;

My understanding is that when I load module avpops that it should include those 2 procedures (avp_write and is_user_in). I am loading the module avpops.so
