lcr command in kamctl was disabled because the number of columns in some lcr db tables made it impossible to keep it manageable in a shell script.
Besides a generic db web interface, siremis (http://siremis.asipto.com) v2.0 can be used to some extent -- v2.0 is for kamailio 3.1, but the change in lcr tables was a new column in lcr_gw, thus, apart of that, all the attributes of lcr tables can be set using siremis 2.0. It is not complex to extend yourself siremis to take in account the new column. You can see here the changes to lcr tables structure:

Anyhow a new version of siremis compatible with kamailio 3.2 is planned for near future.
