[kamailio/kamailio] file_out: Add prefix support with PVs and refactor properties in structure. (PR #3763)

[kamailio/kamailio] Module pipelimit add pl.reload RPC Command (Issue #3632)

### Description Sometimes it is necessary to dynamically add current limiting rules without restarting kamailio.
