why i was asking is that tm module doesn't currently support serial
forking and perhaps it could be done via AVPs instead, but that would
require priorities.

to do serial forking with AVPs you need to ignore (delete/skipover) the
already used AVPs in the next steps. The modules you are mentioning is
not able to do so.
