I just did a ps -ef and it shows the process is running:
root@comm01 root]# ps -ef | grep ser rpcuser 1555 1 0 May26 ? 00:00:00 rpc.statd bin 1779 1 0 May26 ? 00:00:01 /usr/sbin/cannaserver -syslog -u bin root 9488 1 99 Aug08 ? 21:37:06 /usr/sbin/ser

This is the problem, SER can't be reached. Most likely, it is not running.

well, then may be you configured it in debugging mode (fork=no) and started SER only on loopback interface or did some other similar mistake which results in SER not listening on the proper interface. Try "serctl ps" to see where SER is listening.
