That's imho unnecessary but legal. I would call it "redundant overriding of
identical connection data."
RFC2327:
"In general, session-level values are the default for all media unless overridden
by an equivalent media-level value."
"The "c=" field contains connection data. A session announcement must
contain
one "c=" field in each media description (see below) or a "c=" field
at the
session-level."
