The REGISTER has, *indeed*, an invalid URI:
From: UA11 UA11@biloxi.example.com;tag=11172
"UA11@biloxi.example.com" is not a valid URI (no schema) so the server MUST reject it with "400 Bad Request" as it does.
Invalid report then. 400 is the proper response.
