I use openser presence module for presence. And I have some troubles with it. When subscribing to presence of offline user “handle_subscribe” function send “202OK” response, and “NORIFY” without content-type header field. Is this normal behaviour, or I missed something in openser configuration?

Yes, it is normal behavior. When receiving a Subscribe request the presence server is forced to send a Notify immediately. And if it does not have any stored info for that resource, it sends a Notify with no body , Content-Length: 0 and no Content-Type header.
