I am receiving this error every time I start PHP

Warning: mysql_pconnect() [function.mysql-pconnect]: Access denied for user: 'ser@intranet' (Using password: YES) in /export/home/serweb/serweb_2004-01-04/phplib/db_mysql.inc on line 73 Database error: pconnect(192.168.251.200, ser, $Password) failed. MySQL Error: () Session halted.

Have anyone experienced this this before.
