A very quick search on Google shows you this is likely a problem with the SELinux stuff.
Check if SELinux is enabled, you can check it /etc/selinux/config There you can disable SElinux, and reboot your system

Just to make sure is the module is build properly. Also while compiling ser did you include modules make all include_modules="mysql auth_radius etc.... "

Hey Neil Neil and Jai I tried this this still didnt work. I still get the error. The Selinux was disabled.
