Does ser have to be configured in a special way to enable voice
activity detection? It seems like this would be done at the phone
level before packets are sent, but I just wanted to make sure.
Also, does anyone know how to turn on/off VAD on a Cisco 7940?

No; the media stream does not pass through ser. VAD should be done in
the CODEC negotiated using SIP but passed in the RTP stream which
(modulo NAT traversal stuff) will be end-to-end.
