Edit the ACL_GROUPS variable in serctl and add those "groups" for your site. Just remember to carry these changes forward to the new version of serctl produced after each upgrade. For example: On my system I have

ACL_GROUPS="oncampus local ld int voicemail umvm sems octel disabled ppc"
