I'm not very skilled with Kamailio config. But it sounds like dsiprouter (a graphical UI built ontop of Kamailio) would be your easiest solution. On Dsiprouter, You can set up Avaya as a Carrier Group and Video conference as an Endpoint Group. Then route accordingly.
