yes, priority field sets the order of storing in memory.
It seems so from the documentation of the text file:
priority: sets the priority in destination list (based on it is done the initial
ordering inside the set)
Which one is top priority - lowest or highest value?

now, but after kamailio startup, do 'kamctl mi
ds_list" and you can see the order.
