If the
destination is stored in an AVP, use avp_pushto
(
http://openser.org/docs/modules/1.0.x/avpops.html#AEN291) to push the
new URI into the request URI.
Then use t_relay (make sure the URI contains a transport=tcp parameter).
If the destination is static, use t_relay_to_tcp(ip, port)
