does anybody has been solving problem of routing emergency numbers according location where UA is located? I.e. the same 112 number, depending on location must be tranlated to ie. 61234554 or 61344143 and so on. This location, as i see it, in some cases can be retrieved from account information and if this is not possible - from IP ranges. What could be your suggestions on this particular case?

i have a community code stored for each user, which tells the location where the user normally stays. ser asks that via radius when 112 is called and modifies the called number accordingly. it doesn't guarantee proper routing of 112 if the user is traveling outside his/her home community.

999 or 911 ie: emergency calling needs to be addressed. Many TA's can be setup with an address. Like cell users on the move would need to remember that.
With many many people building servers another thing that needs to be considered is "inter-connection" into other SIP networks. That will allow you to offer a wider area of free caller to caller services. There is safety in numbers. Like the Internet started peering agreements between networks will be key to expansion.
