yes, changes to last number in version string mean that config language and database structure are the same. This is a minor release, bringing only fixes to the code.

So upgrading from 3.0.0 or 3.0.1 to 3.0.2 is exactly what you said, just recompile and reinstall modules and core, keep the rest in place.
