have you tried to run in full debug and to watch the output of openser? maybe you get some hints where and why the executions stops.

Is ur openser actually listening on 82.146.xxx.xxx:5060? Does it have an interface in the 213.219.xxx.xxx network, forcing the box on getting the request on one iface and send it throught anohter?
