Should i change in the /etc/ser/ser.cfg
(uri==myself) to (uri==140.192.37.59)
where the 140.192.37.59 is the ip address of the ser.
no, only a very few (of the valid) requests will have only the IP as request
uri. Please read the documentation and the mailinglist archives how to solve
this FAQ with 'alias' and 'listen'.

The message looped on the server until max-forwards check hits. The
Request-URI of the REGISTER message (sip:140.192.37.59 in this case) is
considered as foreign by the server and simply forwarded, but because it
is not foreign it hits the same server again.
If you are using the default script then it means that the condition
if (uri==myself) doesn't match that IP address.

Hard to say, maybe you:
-- listen on a different interface
-- listen on a different host
-- filter out port 5060 so SIP messages do not appear in your dumps
-- phones do not send any SIP messages
-- phones send SIP messages to a different host
etc...
