Sounds like you are looking for SNMP support to me. There was an attempt
to write an SNMP module in early days of ser, but it has never been finished
mainly due to lack of interest.
serctl utility can perform monitoring and you can also use sipsak to
send SIP messages to ser periodically to check if it is still alive.
