is it possible to send a BYE message to an individual client via mi command line
(siremis)?

Hello,
you can track the calls with dialog module and then send the bye using
mi/rpc commands offered by the dialog module -- see the readme of the
module.
Siremis has a panel that can be used for sending mi or rpc commands.
