Hi,
I would like to route all incoming requests which have a "proxy IP"
in the request URI to a specific domain.
How can I do this through changing openser.cfg?

you can assign your specific domain as value to pseudo variable of r-uri
host. see list of pseudo variables what that pseudo variable is.
