The only way I know is to start up gdb and set some tracepoints

or you could simply run radius in debug mode and see if any inbound transactions are hitting it on the ports.

You can turn on the debug on the header of your ser.cfg. Also, you can use the xlog to write more informations to your /var/log/messages for debug its route logic.
