Yes. In Redhat 9 the rpm sometimes hangs. Reboot the machine (then rpm
works fine again) and verify the installation of the packages as root
with the command:
rpm -qa | grep ser

 When rpm does not give an error message and returns to the   shell prompt,
  then the installation was succesfull.

 Check if there is a /etc/ser/ser.cfg file and try to start   the proxy using
  /etc/init.d/ser start
 as root.
