tried many versions
in version 1.4 i have this error:

i do have the TCP port listen explicitly
the line for disable-tcp is commented.
listen=udp:192.168.169.169:5060
listen=udp:192.168.169.169:5060
if ( src_ip == 192.168.169.180 ) {
forward("tcp:192.168.170.156:5060");
}
I tried already many options related the forward command , using variables and using
forward();
