I have the same problem with identical phone/proxy images.
Attended transfer works as expected among phones registered to CSPS.
Transfer from CSPS registered phone to SER registered phone or the
reverse don't work. The original called phone appears to put the
call on hold rather than releasing it.

You don'T have to do anything special for call transfer. Call transfer is
end2end feature - implementied by the SIP clients. The REFER message will be
forwarded by the SIP proxy as any other message.
