Yes, it does. Both client and openser were on same interface listening on different ports.
Messages never showed up on wireshark for some reason. Openser debug and tcpdump did show
them.

Openser should retransmit in both cases. Are you using t_relay in both cases?
To find out what is going on set debug=4 and watch the logfile.
