Hi,
1. Does Kamailio work with ICE? What does Kamailio do with ICE candidates
in SDP ?
2. Does rtpproxy acts as TURN server ?

kamailio does not touch SDP if not unstructured to do so (e.g., via
rtpproxy or nathelper modules).
2. Does rtpproxy acts as TURN server ?
the rtpproxy module can add ICE candidates in behalf of rtpproxy
application, but the rtpproxy application is not exactly a turn server.
For a turn server look at baresip project.
