kamailio does not touch SDP if not unstructured to do so (e.g., via rtpproxy or nathelper modules).

the rtpproxy module can add ICE candidates in behalf of rtpproxy application, but the rtpproxy application is not exactly a turn server. For a turn server look at baresip project.
