to clarify a bit more on the original question: it is indeed allowed to
have a port in the To header URI, but it is not required to have a port
in the To header URI.
From that perspective, you can consider that you are "not forced" to set
a port in there, the SBC has to work with a To URI without port.
Usually the issue in such case is that they configured the SBC to use
the To URI for routing, which is a wrong approach, they must use R-URI
for routing.
