Plz help me to find how to configure ser.cfg to act as a "redirect server".I read the admin giude document about redirect server and followed the configuration but it failed.

you have to send a 3xx message back to the UA. Search the archive, there was a thread recently about this topic (and a bugfix).

Basically you need to do the following:
append_branch("sip:foo@bar.com"); sl_send_reply("302", "Moved Temporarily");
