I need to quickly detect the presence of the Alert-Info header and do
special processing if it is present. Is there facilities to do this
currently?

is_present_hf("hname") from textops:
http://kamailio.org/docs/modules/1.4.x/textops.html#id2506411
The development version has a new function: is_present_hf("regexp")
which can match header names by regular expressions:
