i just came by http://www.iptelorg.de/SOP.php, and it's quite clearly SER, but then, on the downloads site, it tells me "This site offers only commercial products and services . Please follow the links below if you wish to find support related to respective software".
although their stuff looks good, can you really make GPLed code a "commercial product"?

Yes, as long as you are the owner of the copyright on the source code, or have permission from the owners to do so. There is a lot of open source gpl'd projects which also would give you a commercial license, if you do not want to play along the GPL license burden.
