see if you can spot something that provides hints about what happens,
maybe the NOTIFY is looping, or the publish requests are not generated, ...
Have also a sip traffic sniffer (e.g., ngrep, wireshark) running on all
network interfaces, it helps seeing what sip packets are sent around.
