I am writing a load_bal module that will return the next IP to forward the INVITE to.I have one exported function named sp_forward() from the load_bal module. The question I have is , can I call rewritehost from within the sp_forward() ? If yes then do I have to include something in the module to be able to do so.

you can use do_action() function - take a look into action.c file.
