Maybe you could specify a bit more, what kind of S-CSCF functionality you
want to implement with SER. Home functionality is a bit to wide ranged
to provide you with a useful answer.
P-CSCF is only need for roaming UE and I-CSCF can be
optional.
Just FYI:
According to 23.228 / 24.228 / 24.229 (3GPP IMS / Rel 5) the P-CSCF is
required even in non-roaming scenarios. Too many tasks have been loaded
to the P-CSCF. Of course, you might not need it in your lab scenarios or
emulate its funcitionality, depending on what you want to test.
Similar applies for I-CSCF, however you might easier get it skipped in
your lab / tests.
Why you you say that the extentions to SER will not be
small? Have you
already tried?
I agree with Kevin in general, that the extension to SER will not be
small, if you want to use SER for a fully functional S-CSCF (even without
roaming and without topology hiding). You might be able to replace partly
some functionaliy with SER, but again this depends on your test / lab
requirements.

I am just curious, but why you are interesting about using SER
as S-CSCF only? How about the others, like P-CSCF and I-CSCF?
