is it possible to rewrite the TO-URI depending on FROM-URI, RPID or other data provided by radius, mysql or other sources?
So to speak to enable location based services? Usergroup A (1xxx@sip.com) in Building A should reach GW-A, Usergroup B (2xxx@sip.com) in Building B should reach GW-B?
Or would it be more advised to just use Groups and assign every user in Building A to Group A? Would cause action for every user though.

doin't mangle SIP -- that's a ticket for interop troubles. Find outher ways to solve your problem. See archives, this issue appears very frequently.
you may use separate domains or group membership to distinguish between user classes.
