I think that the problem is that you do not have lookup("aliases") in the configuration file. SER does not load the aliases table into memory and the check in serctl fails. That deserves to be fixed.

Do you have lookup("aliases") in your configuration file ? Serweb tries to check if the username does not collide with existing aliases.
