AFAIK, this is not possible. first, subscribing user has nothing to do with SER itself - is just a DB operation, so maybe the provisioning tool you are using should try to limit the maximum nr of subscribers. Second, for the moment you cannot limit the number of registered subscriber - maybe just using an external counter via exec().
