Anyone know how to use dial plan to play messages as soon as a phone is picked up. Like when a user picks up a phone, get a message to contact administrator instead of a dial tone?

In my opinion this is possible only if the phone has something built in for such feature. What can you do if you control the server side is to redirect all calls made from the phone to an announcement message.

What kind of user agents are you using. If you have linksys manufactured pap2's, or sipura's then there is hotline option. Just enter the following into the devices dialplan...
(S0 <:12345678901> ) This would force the pap2 to dial 1234567890 when ever the phone is picked up. Then all you have to do is set that extension up to playback your message, or hell play a message and toss them directly to support/billing/whatever.
