It is a provisional response generated by SER, which indicates the status of your call. Do an ngrep or turn on sip debug on Asterisk console and see what happens to the INVITE. Not sure what could be the problem, may be an error in the SER config script, or the call is landing on an invalid dialplan context in Asterisk.
