Is not recommended to change To header for interoperability issues. Record-route has only meaning for request routing.

480 is Temporary unavailable, so there might be no error but the remote party unavailable. Check the logs from PSTN gateway, maybe you will find something useful to troubleshoot, if you are sure that the remote party is available.
