I noticed that this was already asked in mailing-list, but couldn't find any response, so thought to ask what is the opinion about this. Seems that all SIP stacks can not handle the NOTIFY message without Max-Forward. What kind of by pass options could be done for this, and is this problem something which will be checked in the future ?

Indeed that was a missout. It has been fixed in 1.2.x branch and also in trunk. Thanks for reporting.
