[kamailio/kamailio] sqlops blocks startup of kamailio if database unreachable (#1681)

### Description I´m using kamailio´s sqlops-module on a postgresql database. [kamailio/kamailio] dialog: xmlrpc command to check call is alive or not. (#1697)

### Description rightnow, we can check using dlg.dlg_list command whether call is alive or not but this command will return all data about dialog.
